THE FOUNDATION PROCESS OF THE SCHOOL The foundation process began in 1999 on 2. July, when a letter of intent was signed in Pätz (in Federal Republic of Germany) between Technology and Vocational Training Centre of Königs-Wusterhausen and the Education Department of the city government of Pärnu with the aim to integrate the acknowledged German vocational training system into Estonian vocational education. The letter of intent enacted the possibility that the germans would establish an educational institution similar to their system also in Estonia. This was followed by preparation work made until the November of 2000. At that time arrangements were made with the Ministry of Education and Research and the city government of Pärnu. It was also agreed that the school opens on 1. September 2001. Several agreements were made: building and fitment is financed 100% by the germans; the germans establish a legal representation and a registered limited-liability company Pärnu Tehnikahariduskeskus, that is the founder and the owner of the school and is also the organizer of the engineering process; the city government of Pärnu gives a free ground lease and finances the school according to legislation on private schools; the state funds the school according to the Private Schools Act. The aim of the founders of the school is to enable contemporary vocational training through level schooling and continual education, proceeding from European quality and experience, and is also taking into consideration the fact that there is a lack of qualified workers in enterprises of high importance in Estonia, especially in the field of technology and engineering. The school follows the Estonian legislation on education and is based on the National Curricula, which is being improved from time to time by the newest trends in Europe. Through this kind of schooling the founders of the school aim to enhance people’s attitude towards vocational training as a relevant category when it comes to acquiring a profession. - Young people and grown-ups, who have secondary education
- Young people and grown-ups, who have some other, but at least secondary education (have graduated from vocational school, university)
- Grown-ups / People with little or no qualification
- People, who have graduated from schools of Russian language, the integration is more difficult due to lack of vocational preparation
